032526 Tell Congress: Restore Open Amendment Votes
Speaker Mike Johnson promised "total transparency, open processes, and regular order" when he took the gavel. He has done the exact opposite.
In the first year of the 119th Congress, House Republicans issued closed rules on 95 separate pieces of legislation, blocking all amendments before a single debate could occur. According to a new report from House Rules Committee Democrats, that is a record for the most closed rules in a single year — 40% higher than the previous record.
Here is what Republicans are blocking:
Over 6,000 amendments have been killed since Speaker Johnson took the gavel — including 54% of Republican amendments and 64% of bipartisan ones. Amendments to protect ACA coverage for 24 million Americans. Amendments to prevent Medicaid cuts. Bipartisan measures to save rural hospitals. Proposals to study the impact of tariffs on small businesses. All blocked. No debate. No vote.
Republican Leadership also canceled 35 voting days this year. By year's end, the House cast the fewest votes in a first session of any Congress in over 35 years.
Even some of Trump's own allies now compare this Congress to the Russian Duma — a legislature that exists to rubber-stamp power, not exercise it.
